(London.CityRegions.com, July 29, 2013 ) England, UK -- Education leaders of the Maryland area are demanding a moratorium on the student assessment tests that are being handed out each year. The leaders say that new curriculum ought to be introduced to the students.
The teachers union for the state and superintendents association have stated that they support a halt to Maryland School Assessment. The assessments had been given each year for all students up through the eighth grade.
"We should just not give the current MSA. Just stop giving it tomorrow," said Joshua Starr, Montgomery County's superintendent.
The calls discontinuation of the tests came after a study regarding such scores was done, showing that students were falling fast in score averages. State officials noted poor showings to the rapid changing of curriculum that is known as “Common Core.”
The new curriculum many are calling for is already somewhat in use, but the new versions of tests do not accompany the work until the 2014-2015 school year.
There is still some opposition on the moratorium from the state Superintendent Lillian Lowery
William Reinhard, a spokesperson for the Maryland State Department of Education. Lowery said she would not support waivers from the annual assessment. Reinhard added: "She has made her feelings known to the state board."
The tests were given to 300,000 students this year, and cost nearly $9 million to administer to classes. Common Core tests are expected less expensive overall.
"The MSA will not provide valuable information on how well students and teachers are doing," said Adam Mendelson, a spokesman for the union. Giving the test, he said, would only use up "valuable time from teachers and students who are trying to get the Common Core right."
The lowering of scores were not located only in lower-scoring areas or urban districts. Declines were felt just as significantly in the high-performing districts, which had previously seen gains. Starr is the only superintendent in the open about support for the moratorium.
Carl Roberts, who heads the Public School Superintendents Association of Maryland, stated: "would allow local educators to focus on the future instead of assessing learning based on content no longer addressed in the curricula."
